Small Business Stimulus Package Round Up

The dust has settled a bit on the American Recovery and Reinvestment Act of 2009 - the official name of the recently passed $787 billion economic stimulus package. 

There are a number of good articles on the package and how it impacts small business:

1. SBA Advocacy Chief Economist Chad Moutray covers the small business impact of the stimulus package at a high level on the SBA's Small Business Watchdog blog. 

It covers both specific small business measures and provides a good overview of the infrastructure spend.  If you are interested in small business and just want to read one article on this topic, read this one.

2. Businessweek has a good article on the small business tax provisions in the stimulus package. 

3. Technology Review says battery makers are big stimulus package winners.  $2 billion in grants, substantial tax credits for plant and equipment and a share of the broader green energy spending.

4. Speaking of green energy spending, it will tally $79 billion according to LA Times. 

5. Health related IT gets a big boost - $19 billion according to the Wisconsin Technology network.

6. The International Herald Tribune covers the $7.2 billion in broadband infrastructure spend.

Trends in Agricultural Self-Employment

Self-employment week ends not a moment too soon with a look at agricultural self-employment. 

Agricultural employment is the U.S. has fallen consistently for decades.  For example, in 1948 there were over 7 million American agricultural workers.  Today, despite our population and workforce being over 2.5 times larger than in 1948, only about 2.2 million people are classified as agricultural workers.

Automation, productivity increases and food imports have accounted for the long term decline in farm employment. 

But as the chart below shows, agricultural self-employment may be bottoming out.

Increased consumer interest in food safety, organic food and buying fresh and local food has led to a growing number of small farms.  Related to this, the number of farmers' markets has grown from under 400 in 1970 to over 4500 today.   

We've posted extensively on the trends related to the growth of small farms and local food.  Based on these trends, our expectation is agricultural self-employment will increase substantially over the ne next decade.

Ford: what did you know and when did you know it?

Sigh.

Ford Motors has decided to implement some of the fuel-saving tricks it's had on its shelves since.... the '50's. Crazy tricks like:

  • Direct-injection engines
  • lighter-weight steel body parts.

These crazy tricks were implemented in overseas models... but not here.

"Detroit hasn't so much lacked innovation as it has lacked the resolve or mandate to apply it," says David Friedman, research director of clean vehicles at UCS.

As far as I can see, no one demanded Ford's management forgo the application of any innovative idea like... lighter-steel body parts, in favor of heavier, more expensive trucks with bigger, less fuel-efficient engines. 

But, they did have the resolve and mandate (and budget) to advertise and create the demand for SUVs and heavy trucks among urban dwellers... And they did have the resolve, mandate and budget to lobby against increased fuel economies that they were able to deliver. And look where it got them. Look where it got us.

Beware of Scams

It seems that scammers agree with Rahm Emanuel, White House chief of staff, who uttered the now famous quote, "You never want a serious crisis to go to waste."  Scammers are playing on people's desperation and the promise of government pork for everyone coming from the "We Are All Socialists Now" Act of 2009.

Phishing scammers are sending e-mails that look like they come from the IRS.  The e-mail claims that the recipient has a tax rebate coming.  When you click through it then sends you to a rather authentic looking website set up to get personal financial information that can then be used to pilfer the accounts of its victims.

The U.S. Small Business Administration issued a scam alert to small businesses, warning them not to respond to letters falsely claiming to have been sent by the SBA asking for bank account information in order to qualify them for federal tax rebates.

The fraudulent letters were sent out with what appears to be an SBA letterhead to small businesses across the country, advising recipients that they may be eligible for a tax rebate under the Economic Stimulus Act, and that SBA is assessing their eligibility for such a rebate.  Th... read more >>

Final Version of Recovery Package: What’s in it for Small Business?

Of the nearly $800 billion of relief in the American Recovery and Reinvestment Act, signed into law on February 17, 2009 (of which about 35% are tax breaks), only a very small percentage will benefit small business owners. Most of these breaks have a one-year life, making it impossible for owners to plan ahead.

Here are key breaks in the final version of the recovery package:

  1. Expensing (Sec. 179 deduction)—up to $250,000 for equipment purchased placed in service by December 31, 2009.
  2. Bonus depreciation—50% of the cost of new property placed in service this year, in addition to any expensing and regular depreciation.
  3. Net operating loss carryback—a choice of three-, four-, or five years (instead of the usual two-year carryback) for businesses with gross revenue of $15 million or less. This applies only to 2008 losses (another law would be required to extend the longer carryback period for 2009 losses).
  4. Small business stock—gain from the sale of stock acquired after February 17, 2009, and before January 1, 2011, which is held for at least five years is only 25% includible in income; the other 75% is excluded (the usual exclusion limit is 50% of gain).

Cut Your Employees’ Pay in A Recession? Never!

The Chicago Tribune reported this morning that Acco Brands was cutting most of its workforce of 2,000 people’s pay by 47% to “improve its first quarter results.” A spokesperson for the company said this was an alternative to permanent layoffs.

Cutting employees pay is never a good business strategy. If your company needs to cut employee expenses, you need to cut people not payroll. In my businesses, I have done it both ways. I have learned that it is better to cut people and keep the employees that are working hard at full pay...  I

Sapient lays off 300 employees in India

Software firm Sapient has laid off 300 employees at its offices in Bangalore, Noida and Gurgaon as a result of the global economic downturn, which has impacted several IT firms.

"In order to adjust to this changing demand environment, Sapient has exited about 8 per cent of its people. Sapient employs approximately 6,400 globally and as a result of this rationalisation, 300 people in India have been impacted," the company spokesperson said.

He said the exited employees have received severance packages and full outplacement services, and would be considered for rehiring on a fast track basis if the company finds that it again needs their skills and experience.

"These people were laid off to right size the company. They were at different levels of the management," he said, adding that Sapient has two-third of its workforce in India.

Businesses worldwide are feeling the impact of the economic downturn, and as a result, are reducing budgets and delaying projects. Despite the short-term softness in demand, Sapient remains well-positioned in two large markets - IT services and interactive marketing.

Off Topic: Stimulus Can Wait

First off, this post will not be a political rant, just an appeal to common sense.

The U.S. House has passed the economic stimulus package, officially known as the American Recovery and Reinvestment Act of 2009 (that's a link to the full 647-page PDF document, which isn't as easy to find as you might think).

The non-partisan Congressional Budget Office (CBO) has estimated the total cost of the bill at $3.27 trillion over the next ten years, making this by orders of magnitude the largest spending bill in history. The Senate is poised to vote on the bill as well.

Given the magnitude and complexity of the bill, the only responsible course of action at this point is to give both congress and the American public some time (the bill was not publicly posted until 11:00 p.m. last evening) to examine the legislation, comment, and then act in a thoughtful and informed manner.

Regardless of your political persuasion, you can't possibly state categorically that you are in favor of or opposed to this bill unless you have managed to read and absorb its 647 pages in the last 16 hours.

Customer Experience, Recession - Fan Friendly?

For the last few weeks, because I'm being asked SO frequently, what do you do to retain customers in a recession (or less ominously but no longer applicable, its cousin an economic downturn), I've been thinking a lot about it and in fact actually developed a presentation on "Retaining Customers in an Economic Downturn" - this was before the recession became "official", though what was called horse sense in the 19th and early 20th century but not "car sense" later, pretty much told anyone out there that we were in one. I gave this InsideCRM webinar to 315 people a couple of weeks ago. You'll note, if you look at the presentation below, that I emphasize that in a downturn price becomes more of a top of mind concern than during healthier times.

But what may not be as clear is that this doesn't mitigate the power of a great customer experience during the recession. It might be that the customer's experience with the company has a more powerful impact on the customer's relationship with the company....
