Looking back when KPMG was still Peat Marwick, one of the issues appeared to be that senior partners assigned heavy workloads to younger associates and did not provide the required senior oversight. Meanwhile the accounts billed out as partner hours. One could put any of the so called Big Eight under the microscope at the onset of the Reagan Revolution and notice the same events unfolding.
